    On November 29, 2023, the Office of Defects Investigations (ODI) opened PE23022 to investigate allegations of a loss of motive power, including a stall, reduced power state, and/or a no start condition due to the Battery Energy Control Module (BECM) in model year (MY) 2016-2019 Chevrolet Volt passenger car vehicles manufactured by General Motors (GM). The BECM is located within the high voltage electric vehicle (EV) battery pack and monitors the temperature, current, and voltage of the high voltage battery cell groups.     I would like to file a formal complaint. 2017 Volt suffered an EVAP purge line hole due to the failure of the remedy applied under NHTSA Campaign ID 19V891000. Recall #N192273600 was completed on my vehicle in 2020 by installing a protective bumper. That bumper failed by shifting out of place, and the A/C line has now rubbed a hole completely through my EVAP purge pipe—the exact failure the recall was designed to prevent.     Chevrolet is denying that my car is included in Special Coverage Bulletin N232432680, because of where it was built. The car is now in Kentucky, which is not a CARB state. Was the reason for a vehicle not to be included in the bulletin because it would be included under CARB? It seems like a loophole they are using not to fix my car. Am I wrong?

    While driving down highway rapidly slowed to 15mph. "reduced propulsion" was displayed with significant battery and gas left. Caused cars to swerve and pile up behind me.
